PANCAP Meeting In Montego Bay Ends

The 15th Meeting of the Regional Coordinating Mechanism (RCM) of the Pan Caribbean Partnership against HIV and AIDS (PANCAP) ended Friday (September 10) amidst claims of great achievements and concrete plans for the future.
Director PANCAP Coordinating Unit, Carl Browne, gave an overview of the main issues discussed and decisions taken during the meeting at a Press Conference at the Hilton Resort and Spa, Montego Bay, at the close of the two day event.
He outlined that a number of policy and performance related issues, along with funding arrangements for PANCAP, came up for detailed discussions over the period.
“We discussed, at length, the funding arrangements for PANCAP, now and in the future, and in that regard we looked at the current PANCAP Global Fund grant, from the Global Fund in the amount of US$34 million, and we concluded all of the arrangements in relation to the signing of that grant agreement,” he stated.
He said that the Global Fund grant agreement should be signed towards the end of September, so that those resources can become available to PANCAP.
“We also discussed the funding arrangements around PEPFAR, that is Presidents Emergency Plan for AIDS Relief that is funding AIDS programmes in 12 countries of the Caribbean,” he added.
A third area of funding discussed, was a new source of funds from the German Technical Cooperation that will be used to strengthen policies and programmes for mobile populations across the Caribbean.
He summarized that the discussions around funding “were quite productive”.
The development of a constitution or a Charter document that will guide the membership of PANCAP was also discussed in detail at the Rose Hall meeting.
The upcoming 10th annual general meeting to take place in St. Martin, in October, was also given some attention, as this has been deemed a big event for PANCAP, he said.
“I think we have made a lot of progress, and we expect that by the end of the year we would have the first draft of this constitution, and early in the new year an approval of it,” he stated.
