New Vision for City of Kingston Charter

Minister of State in the Ministry of Agriculture and Lands, Victor Cummings has proposed that the 300 year old charter that the city of Kingston is currently operating under should be revised.
Mr. Cummings, who made the observation during his contribution to the 2007/08 Sectoral Debate in the House of Representatives yesterday (July 3), noted that some of the changes in the charter should include: direct election; recall provision; recognition of community councils; allocation of sums to divisions, based on needs; an annual presentation of budget and strategic plan to the public; change the budget cycle to three years and to have proper delineation of the city boundaries.
“The goal is to create new vision for the parishes of Kingston and St. Andrew. This vision for the City of Kingston can be viewed as a strategic proposal to make the city more prosperous and livable,” Mr. Cummings said.
He added that Kingston can only prosper through responsible and coordinated development. “We must seek to create a strategic framework that recognizes that development takes many forms – economic, cultural, recreational, industrial, commercial, residential, and community,” he said.
Mr. Cummings said that in addition to a coordinated development, growth should deliver clear community benefits and it should strengthen the national and local economy and enrich community life.
“The goal is to revitalize the older and poorer areas of our city and to assure that the newer areas do not suffer from the errors of the past,” he added.
