Cabinet has approved the award of a contract to P.A Consulting Groups (PAID), to assist the Ministry of Education and Youth to implement Stage Two of Phase One of its Modernization Plan.
This disclosure was made by Information and Development Minister, Donald Buchanan at yesterday’s (July 2), weekly post-Cabinet press briefing at Jamaica House.
PAID will work with the Ministry to undertake the initial stages of the establishment of the Ministry of Education as a policy ministry; put in place detailed plans for the devolution of service delivery to Regional Education Administrations (REAs), which will also decide local priorities; create three Executive Agencies for Inspection, Curriculum and Assessment and the National Teaching Council. These will provide support services to both the Ministry and the REAs.
Additionally, P.A Consulting Groups is also expected to complete a strategic review of the functions, management and operations of the Institute of Lifelong Learning. This should be completed over a six month period.
