JUST Programme Gets $121 Million

The Government has allocated $121 million towards the Justice Undertaking for Social Transformation (JUST) programme to improve the service delivery and management capacity of justice sector institutions.

This is outlined in the 2017-18 Estimates of Expenditure, now before the House of Representatives.

The programme seeks to improve capacity of Ministries, Departments and Agencies to coordinate and streamline the process of developing legislation; and improve capacity of citizen and civil society organisations to participate in justice reform and promote public order.

Since December 2016, the programme has developed a citizen scorecard and conducted an islandwide survey; prepared prosecutors manual and document on standards of professional conduct; reviewed the roles and functions of Justices of the Peace as Lay Magistrates; and conducted preliminary work on the social component of justice.

The JUST Programme has also commenced the review of the communication system in the justice sector; drafted legislation to reform the justice system; reformed the legislative policy; and developed and implemented monitoring and coordination mechanisms for the justice sector, including justice reform subprojects and initiatives.

Anticipated targets for the 2017-18 fiscal year include implementing communication strategy and procuring information and communications Technology (ICT) equipment for the following –

Ministry of Justice, Legal Reform Department, Attorney General’s Chambers, Office of the Director of Public Prosecutions, Office of the Parliamentary Counsel, and the Courts.

Plans are also in place to hire specialist court management and court administration experts to facilitate reforms in the Courts; complete the re-engineering of programmes for customer service and information centres in Courts; and procure automated drafting templates and tools.

The programme is funded by Global Affairs Canada. The project is expected to be completed by March 2020.
