Housing Project Allocated $1.35 Billion

The Jamaica Economical Housing Project has been given $1.35 billion in the 2012/2013 Estimates of Expenditure, now before the House of Representatives.

The project seeks to upgrade infrastructure (water, sewer and roads) in rural communities of St. Ann and St. Elizabeth; provide affordable housing solutions in St. Elizabeth; and to alleviate the deficit of housing solutions in St. Ann, by providing a mixture of affordable housing solutions, primarily for employees in the tourism industry.

Anticipated targets for 2012/2013 include: commence construction for the upgrading of 1,320 housing solutions in Belle Air I, Belle Air II and Mount Edgecombe, St. Ann; design, construction and supervision of 150 serviced lots of Belle Air III; design, construction and supervision of 23 one-bedroom units at Belle Air III; design, construction and supervision of 10 two-bedroom units at Belle Air III; and design, construction and supervision of 260 serviced lots at Belle Air II.

Some of the physical achievements achieved up to March 2012 include:  commenced three sewage lift stations – one at Belle Air I and two at Belle Air II; 80 per cent completion of designs for housing solutions; and ground breaking ceremony in December 2010.

Targets initially envisaged under the project include: upgrading infrastructure at St. Ann cluster of 1,320 housing solutions in Belle Air II and Mount Edgecombe IV. These include infrastructure works for water and sewage; rehabilitation of roads; other off-site infrastructure works for sewage and drainage disposal and connection to potable water source.

For the St. Ann Cluster (new solutions), targets  include: design, construction and supervision of 580 serviced lots of Belle Air I; design, construction and supervision of 415 serviced lots at Belle Air II; design, construction and supervision of 201 serviced lots at Belle Air III and 542 serviced lots at Mount Edgecombe IV; design, construction and supervision of 114 studio lots at Belle Air III; design, construction and supervision of 239 one-bedroom units at Belle Air III; design, construction and supervision of 210 two- bedroom units at Belle Air III.

For Luana Gardens (new solutions), targets include: design, construction and supervision of 454 serviced lots; design, construction and supervision of 166 studio units; design, construction and supervision of 10 two-bedroom units; and design, construction and supervision of 158 one-bedroom units.

The project, which falls under the Ministry of Transport, Works and Housing, is being financed by the China EXIM Bank and the Government of Jamaica.

The programme, which started in December 2010 was slated to end in December 2013, but has been extended to December 2014.
