Heart Launches New Business Model

The HEART Trust/NTA has launched a new business model, which is designed to train and certify some 600,000 working Jamaicans over the next five years.Donald Foster, Chief Technical Director at HEART, said that the target would be achieved by increasing access to training and certification from 37,000 to 100,000 persons each year, over the next three years.
Mr. Foster, who was giving details of the undertaking at a conference held at the Jamaica Grande Hotel in Ocho Rios on March 16, explained that the programme would be so designed that persons could be trained through their schools and colleges or while on the job.
“The aim is to create a Jamaican workforce that is trained and certified to international standards; to stimulate employment-creating investments and contribute to productivity, competitiveness and prosperity of individuals, enterprises, and the nation,” he stated.
Noting that the vision of the training institute was to strengthen the country’s workforce to meet global demands, Mr. Foster said that 40 per cent of the 1.14 million workforce was self-employed persons, many of whom lacked relevant certification. Of the 468,000 skilled persons, 343,000 were trained but had no certification, while 123,000 needed both training and certification.
“Our approach is that we must make career education be a core subject in the education system and not just a side-show, so that we can link education with life and the world at work”, Mr. Foster emphasized.
Other topics discussed at the conference were: The National Qualifications Framework and Certification, Benefits of Standards to Training and Business, Quality Management in the Technical Vocational Education and Training (TVET) system, and Training Opportunities Under the Revised TVET Model.
