Commissioner Ellington Announces Transfers of Senior Officers

Commissioner of Police, Owen Ellington announces the following transfers of senior members of the Jamaica Constabulary Force (JCF).
At the rank of Assistant Commissioner of Police (ACP) the changes are as follows:
ACP Novelette Grant will be transferred from the Strategic Review Implementation Team (SRIT) to Police Area 5 Headquarters. Police Area 5 comprises the Divisions of St. Andrew North, St. Catherine South, St. Catherine North and St. Thomas. Senior Superintendent of Police (SSP) Dormah Harrison is the officer who will take over the leadership of SRIT.
ACP Delworth Heath is to become the new Inspector General of the JCF. He is set to replace Deputy Commissioner of Police, Charles Scarlett who begins his retirement in early January after serving the JCF for over 40 years. Heath is currently the ACP in charge of Training at the Jamaica Police Academy (JPA). ACP Clifford Blake will take over responsibility for the JPA. He is currently serving as the ACP in charge of the Operations Branch.
ACP Kingsley Robinson presently in charge of Police Area 3 HQ (St. Elizabeth, Manchester and Clarendon) will continue to serve the JCF at the Inspectorate of the Constabulary. SSP Derrick Cochrane will take control of Police Area 3 HQ.
ACP Leon Rose who now heads the Mobile Reserve moves to the Services Branch with SSP George Quallo chosen to lead the Mobile Reserve.
Transfers involving SSPs include Elan Powell moving to the Headquarters of Criminal Investigation Branch (CIB) from the Jamaica Constabulary Staff College; Wray Palmer leaving Police Area 5 HQ to the Operations Branch; Donovan Graham moving from the Mobile Reserve to serve at Area 4 HQ (Kingston Eastern, Kingston Central, Kingston Western, St. Andrew Southern and St. Andrew Central) and Devon Watkis moving to Police Area 1 HQ (Westmoreland, Hanover, St. James and Trelawny) from Police Area 4 HQ.
Six of the 19 Police Geographic Divisions will have new Commanders while there will be a change of leadership in three of the remaining 13 Divisions by officers who are currently serving as Divisional Commanders or who have served in the past.
The first time Divisional Commanders are Deputy Superintendent of Police (DSP) Egbert Parkins (Westmoreland); DSP Andrew Lewis (Trelawny); DSP Cedric Allen (St. Mary); DSP Noel Christie (Portland); SP Everal Linton (St. Andrew North); and SP Colin Pinnock (St. Catherine South).
The three Commanders set to change Divisions are SP Linette Williams- Martin who takes over in St. James moving from Trelawny; SP Terrence Bent is the officer slated to be in charge of the Kingston Western Division, he previously served as the Divisional Commander for Clarendon and St. Catherine South; and SSP Carlton Wilson who moves to St. Ann. He formerly served as Commander for the Kingston Central Division.

All transfers become effective on January 17 and January 20, 2011.
