CDF Improving Conditions in South East St. Elizabeth

Member of Parliament for St Elizabeth South Eastern, Franklyn Witter, has said that despite the global recession, the Constituency Development Fund (CDF) has helped to make several improvements to his constituency over the last 12 months.
Making his contribution to the 2009/10 Sectoral Debate in Gordon House on July 29, Mr. Witter said that through the Fund, several communities, previously without electricity, will now be connected to the public power grid.
“Fifteen million dollars from (the) Constituency Development Fund was allocated to the Rural Electrification Programme and the work is now complete in all these communities for the extension of electricity supply,” he informed.
He said improvements have also been made to a number of roads in the constituency, such as Banton Town to Top Hill; Lititz to Comma Pen; Nain to Content; Nemhard Town to Junction; and Ballards Valley to Tryall.
Mr. Witter also reported a boost in agricultural production in the constituency by 15 per cent.
“These achievements were realised as we were able to establish over 30 Production and Marketing Organisations (PMOs) within the constituency. These groups, together, have a membership of over 2,000 farmers, who have all received support in respect of fertiliser, seeds and other farming inputs,” he informed.
He noted that an increase in the number of extension officers in the parish by the Ministry of Agriculture and Fisheries, has also contributed to the improvement in agricultural output.
Mr. Witter told the House that although the constituency is still struggling with inadequate potable and irrigation water, the problem will be addressed over the long-term, through the New Forest/Duff House Irrigation Scheme and the Essex Valley Water Project, which are in the implementation phase.
In the meantime, Mr. Witter stated that water is being trucked to various communities and schools across the constituency as a short-term measure.
