Boost for Improving Governance through Citizen Security and Participation Project

The Improving Governance through Citizen Security and Participation project has been allocated $140 million to purchase goods, services and equipment for the 2007/2008 financial year.
This is contained in the Estimates of Expenditure for the new financial year, now before the House of Representatives.
According to the Estimates, the project aims to assist the Government of Jamaica to address the challenges of democracy and good governance; strengthen civil society; improve community police relations and strengthen the rule of law including targeting crime and poverty in inner city communities.
The project, which was implemented in October 2005 and ends in September 2009 is being funded by the United States Agency for International Development and the Government of Jamaica.
Achievements up to March 2007 include the training of the Grant’s Pen police on the new policy and procedures manual that has been completed and is being printed in binder form; training of appropriate personnel in investigative and forensic techniques and crime analysis; training of 40 police in mentoring by the University of the West Indies; development of case management software; and construction and handing over of national computer centre at Grant’s Pen to Jamaica Constabulary Force.
Anticipated targets for 2007/2008 include: facilitating regular seminars on community policing related topics, practices and experiences for senior commanders of the Jamaica Constabulary Force; conducting training sessions in conflict resolution for police and community-based organisations and community policing assessment in Grant’s Pen and other communities.
