$80 Million to Boost Development Strategy

An allocation of $80 million has been made in the 2017-18 financial year to contribute to the implementation of aspects of the Government’s development strategy, which are being carried out through European Union (EU)-financed programmes.

The purpose of the project, which will provide a coherent and informed approach to development and trade issues, is to identify, formulate and implement activities financed under the European Development Fund (EDF) and other EU funds.

The allocation for this project, titled the Technical Cooperation Facility (TCF) V, is provided for in the 2017-18 Estimates of Expenditure, now before the House of Representatives.

The targets for the financial year include the development of environmental and other programmes for the 11th EDF; development of designs and cost estimates for improved access of the disabled to the island’s courts; provision of support for the development of the Crime and Security Programme by CARIFORUM; engagement of consultants to support the National Authorising Officer; and the engagement of other consultancies to address different areas of the project cycle.

There is also to be continued sponsorship of public officials in conferences, seminars and training programmes that are in keeping with the priority areas of the GOJ-EU Cooperation Programme.

So far under the project, which runs from November 2014 to December 2020, the 2013 State of Environment Report has been prepared; consultants have been engaged to provide support to the Office of the National Authorising Officer of the GOJ-EU Programme; support was provided for officials to attend the 21st conference of the International Association of Prosecutors, as well as for local officials to participate in the 55th Pan American Health Organisation (PAHO) Council Meeting and 30th meeting of the Council for Human & Social Development (COHSOD).

An additional $10 million has been allocated to the Technical Cooperation Facility VI (TCF VI) project, which aims to identify and implement relevant, sustainable, visible and measurable programmes to be supported from the EDF and EU budget lines.

This project, which runs from November 2016 to November 2021, will for 2017-18, engage short-term consultants to support the Office of the NAO; and conduct training in information technology.

Overall objectives include preparation of the 11th EDF programmes and projects, increase capacity for the NAO system to implement GOF-EU Cooperation, and increase awareness of the GOJ-EU Cooperation.

Both projects are being funded by the European Union and implemented by the Planning Institute of Jamaica (PIOJ).
