Energy Ministry Looking to Expand Biofuels Market

Energy Minister Reports Increased Demand for E10 Fuel

Energy Minister, Clive Mullings, is reporting a significant increase in the demand for E10 fuel by motorists locally.

Speaking at the launch of the Jamaica Automobile Association's (JAA) 'Make Cars Green' global initiative at its Kingston office on Wednesday (Dec. 10), Mr. Mullings said that since the introduction of the 10 per cent ethanol and 90 per cent 87 gasolene blend as a pilot on November 1, demand has far exceeded projected expectations.

E10 Receiving Positive Response

President of the Jamaica Gasolene Retailers Association (JGRA) and station operator of Petcom Portmore, Trevor Barnes, has revealed that since the introduction of the new E10 fuel on October 31, his service station has seen a significant increase in business.

"Business has been going very well since the introduction of E10 because we have seen our volumes (in terms of the fuel dispensed) increase by between 50 to 65 per cent when compared to when we were selling regular 87 octane," he told JIS News.

Minister of Energy, Clive Mullings, has urged petroleum marketing companies to make the necessary infrastructural changes at their service stations to meet the growing demand for the new E10 fuel.

Jamaica is projected to save some US$92 million on its energy bill annually, as a result of the introduction of E10 blended gasolene, Group Managing Director of the Petroleum Corporation of Jamaica (PCJ), Dr. Ruth Potopsingh says.

Speaking with JIS News, following the product's launch at the Petcom Portmore service station in St. Catherine on Saturday (Nov. 1), Dr. Potopsingh said the sale of E10 is expected to put a significant dent in the price of petrol to motorists and other users, adding that the benefits accruable should begin to manifest during the next fiscal year. Motorists queued up in bumper to bumper-like fashion on Saturday (Nov. 1), to give their vehicles a first taste of "sweet power" E10 fuel, which the Ministry of Energy, and the Petroleum Corporation of Jamaica (PCJ), officially launched at the Petcom Portmore service station in St. Catherine.

"Our customers are enthusiastically welcoming E10. Everybody who comes in wants E10, and we have been dispensing more fuel than usual, so we are hoping the trend continues," said Station Operator of Petcom Portmore, Trevor Barnes, in an interview with JIS News.

Hotline Providing Public with Critical Information

Minister of Energy, Clive Mullings has revealed that the E10 hotline is in "full swing" and that a number of Jamaicans have been calling to get information on the soon to be introduced bio-fuel.

"The hotline is up and running. People are calling from as early as 6:45 in the morning, making enquiries and I hope more persons will call to get information," he said in an interview with JIS News. The E10 hotline number is 1888-429-5310 and is open between 8:30 a.m. to 4:30 p.m. from Mondays to Fridays.

Minister of Energy, Clive Mullings, has re-emphasised that the E10 team has put in place the necessary systems to ensure quality assurance, and to maintain the integrity of the soon to be introduced E10 fuel.

"The assurances are there, we have the Petroleum Control Act, we have expanded our Inspectorate and there is going to be random testing. There will also be filters at the pumps, 10-inch micron filters that are there, so that if there are any problems, it will shut down the system," he said in an interview with JIS News, following an E10 meeting at the Petroleum Corporation of Jamaica (PCJ), in Kingston, today (October 30).

E10 Fuel Step in Right Direction - NEPA Representative

Senior Manager for Environmental Management in the Integrated, Planning and Environment Division, at the National Environment and Planning Agency (NEPA), Paulette Kolbusch, has asserted that the introduction of the E10 fuel in Jamaica, is a step in the right direction for the country.

"Introducing E10 into the Jamaican market for petroleum products is a step in the right direction. The ethanol replaces an additive, Methyl Tertiary Butyl Ether (MTBE), which studies done in the USA, which we have access to, have indicated can have negative health effects when it gets into the ground water. These effects are demonstrated in cancer for instance and so introducing E10 is positive on the health aspect," she said in an interview with JIS News.

Fuel Stations Urged to Prepare for E10 Transition

President of the Jamaica Gasolene Retailers Association (JGRA), Trevor Barnes, is urging petrol stations to put in place the necessary facilities and systems to transition to the E10 (ethanol blended fuel).

This he says in the long run, will be to their advantage. "The service stations that will not be ready for November 1, they should encourage their marketing companies to get on board. What it will involve is for the marketing company to get their stations up to grade, by cleaning their tanks, fixing any necessary valves or seals, that need to be fixed and so forth," he said in an interview with JIS News.

Petcom Portmore Ready to Serve E10 on November 1 - JGRA President

President of the Jamaica Gasolene Retailers Association (JGRA),Trevor Barnes, has said the Petcom Portmore petrol station is ready to introduce E10 (ethanol blended fuel), on November 1.

"In order to be ready, we had to ensure that the tanks were cleaned and free of all debris and water. We also ensured that the seals were in working order and that the manholes had proper run off and that sort of thing," he explained in an interview with JIS News yesterday (Oct. 28).
