Public Sector Modernisation Process Enhancing Business – Pat Francis

Patricia Francis, President of Jamaica Promotions Corporation (JAMPRO) has said that the public sector modernization process along with the renewed focus on customer service in the various ministries and agencies were part of the process to facilitate business locally.
“JAMPRO is in the business of facilitation and this agency takes pride in acknowledging that Jamaica has been listed among the top ten countries in the world where we have few procedures to get a business going,” she stated, while addressing a graduation ceremony for 81 persons who participated in the Jamaica Trade Point training programme. The ceremony took place on May 6 at JAMPRO’s head office on Trafalgar Road.
Highlighting elements that have made it easier to do business in Jamaica, Mrs. Francis mentioned the agency’s adoption of the new online system that registered companies, products and consignees; the Trade Board’s online procurement of licences and certifications and the Jamaica Customs Department’s new C78 and C82 forms.
She also pointed to improved efficiencies in the shipping industry, with the implementation of the Shipping Association of Jamaica’s new e-manifest system and the port community system that linked all shipping interests, and the Port Authority of Jamaica’s new security improvements and port certification procedures.
“While Jamaica is seen as one of the places to do business, there is obvious need to develop and enhance other areas of our system, which will make the process more user friendly,” she posited, admitting that it took too long for businesses to start up.
The solution, she said, was the need for increased focus on human resource training and implementation of high technology systems.
The Jamaica Trade Point programme provides training in the areas of online exporting and importing processes and computer proficiency. Participants are taught how to utilize jamaicatradepoint.com, the JAMPRO/Fiscal Services Limited-developed application, to complete trade related transactions online.
The training is being funded by the United States Agency for International Development’s (USAID) New Economy Project to the tune of $1.5 million.
The next batch of trainees will graduate on May 28.
