Public Sector Human Resource Processes to be Streamlined

The contract for the implementation of new software which will assist in streamlining human resource processes and procedures across the public sector, is expected to be awarded by September this year.

This was disclosed by Minister with responsibility for the Public Service in the Ministry of Finance and Planning, Hon. Horace Dalley, during his contribution to the 2014/15 Sectoral Debate in the House of Representatives, on Tuesday, July 8.

He informed that the procurement process for the Human Capital Management Enterprise System (HCMES) is at an advanced stage, noting that bids for the supply of the software have been received and reviewed; and prospective vendors have been receiving clarification where necessary.

“We hope that by January of next year, (the system) will be in place for the entire public sector,” he said.

The Minister pointed out that the introduction of this system is part of the Government’s plan, “to leverage the most modern technology to aid in transforming the way human resource management practices take place in the sector.”

In the meantime, Mr. Dalley said that integral to the process of human resource management reform is improving the quality of staff.

“The people, especially those who carry out the direct functions of human resource management, must themselves benefit from reorientation, a change in attitude, and adjustment to how they do their work,” he said.

As such, the Government will, this financial year, embark on a series of interventions to enhance the capacity of its workers, the Minister informed.

This exercise is to be undertaken with grant funding from the Inter-American Development Bank (IDB).

“The Management Institute for National Development (MIND) will significantly be responsible for this effort, using the recently developed Public Sector Learning Framework (PSLF) as the platform for training and development,” he said.
