Project to Enhance Resilience of Agricultural Sector

A sum of $20 million has been allocated in the 2017-18 budget for a project to enhance the resilience of the agricultural sector and coastal areas.

As provided for in the Estimates of Expenditure, now before the House of Representatives, the project aims to protect livelihood and food security in vulnerable communities by improving land and water management for the agricultural sector; to strengthen coastal protection; and to build institutional capacity against climate change risks.

The project, which was started in April 2016 and runs until December 2017, has so far achieved the accreditation of the Planning Institute of Jamaica (PIOJ) as a National Implementing Entity (NIE) by the Adaptation Fund Board (AFB).

A full programme proposal, inclusive of an engineering study for the installation of submerged breakwaters in Negril, has also been developed and finalised; capacity building and training initiatives in procurement, gender and climate change and risk management were undertaken; and a branding proposal and communication strategy have been prepared and implemented.

Among the other achievements are the hosting of national Stakeholders’ Consultations, the facilitation of a portfolio monitoring mission from the Adaptation Fund Board and the creation of links and synergies for greater impact.

For the upcoming financial year, the project, being implemented by the PIOJ, aims to continue programme coordination and monitoring activities; complete the final programme evaluation; coordinate a programme close-out ceremony; facilitate an external audit (end-of-project); and prepare and submit final reports to the donor.

The project is being funded by the Adaptation Fund.
