Northern Jamaica Development Project to Train to Personnel


The Northern Jamaica Development Project in the Ministry of Land and Environment is to receive $1 million to, among other things, finance the training of personnel and develop an operation and procedures manual.
The sum has been set aside in the 2004/05 Estimates of Expenditure now before the House of Representatives. The objectives of the project which is jointly funded by the European Union and the Inter-Development Bank (IDB), are to establish an Environmental Unit for highway construction projects which will monitor the Northern Highway Improvement Project for the duration of its construction phase and monitor and enforce measures set out in the environmental assessment report for the entire project.
The project is also mandated to refer National Environment and Planning Agency (NEPA) staff for training in environmental monitoring and management under the Northern Coastal Highway Improvement Project, in order to adequately technically equip all the NEPA branches that will be involved in monitoring the project. Up to September last year, the project which began in 2002, had prepared a four year work plan and budget, and monthly monitoring reports.
