Prime Minister Andrew Holness says that the National Identification System (NIDS) project is on track for implementation in the 2017/2018 financial year.

A Bill to establish a body to be called the National Identification and Registration Authority for the promotion, establishment and regulation of a national identification system for the registration, verification and authentication of the identity of citizens and individuals ordinarily resident in Jamaica; to provide for the keeping, maintenance and operation of a databank to be called the National Civil and Identification Database; to provide for a National Identification and Registration Act, 2017, was taken to Parliament on March 21.

Upon completion, the NIDS will allow for the identification of Jamaican nationals and persons ordinarily resident in Jamaica.

It will provide a comprehensive and secure structure to collect and store personal identity information.

The NIDS will play a role in ensuring that citizen’s rights and entitlements are preserved.

It will also assist the Government to undertake effective forward planning for the population.

The prime minister says that the Registrar General Department will be integral in the implementation process.

“The Registrar General Department will be transformed into the National Identification and Registration Authority and will be responsible for implementing the project. Funding for the project is being negotiated through the Inter-American Development Bank (IDB) and a detailed work plan is already prepared”, said Prime Minister Holness.

It is anticipated that the project will be piloted in September next year.

The Government has since published a NIDS White Paper and Policy on the Houses of Parliament website.
