Charles Pays Tribute to Former Director of Industrial Relations

Minister of Labour and Social Security, Hon. Pearnel Charles, has expressed regret at the passing of former Director of Industrial Relations in the Ministry of Labour, Stephen Benjamin Carter.
Mr. Carter, also known as S. Ben Carter, died on Monday, August 30, after a brief illness, at the age of 89.
Mr. Carter who was born in Clarksonville, St. Ann, worked at Alcan, Mandeville before joining the Public Service, where he worked for over 30 years up to his retirement as Director of Industrial Relations at the Ministry of Labour in June, 1980.
On retirement he established Ben Carter Associates Limited, an industrial relations consultancy. He was also Chairman of the Municipal Services Commission.
Mr. Charles recalled him as an outstanding public servant, who played a significant role in the development of industrial relations practices in Jamaica.
“As a Senior Director in the Ministry, Mr. Carter facilitated an effective and responsive tripartite relationship with trade unions, employers and Government. He performed the duties of his office at the highest level of integrity and was well respected by his peers and the members of the tripartite team,” the Minister said.
He said that the Ministry acknowledged Mr. Carter’s contribution to nation building, and will build on his legacy of dedication and service. He added that the staff of the Ministry also expressed sincere condolences to his family and friends.
