AGD to Fully Implement Trust and Management System this Year

The Administrator General’s Department (AGD) is set to complete implementation of its Trust and Estate Management System (TEMS) by end of year, which will see significant improvement in the public’s access to its services.

Finance and Planning Executive of the AGD, Patrick Wright, said the software will streamline how the agency conducts business, including the administration and management of estates.

He said the system will bring together information from a portfolio of some 6,000 case files to a database, which can be easily accessed from any location.

“The entire estate administration process, from the matter being reported to the Department, to the investigation; to the legal process involved and the distribution of assets; down to closure, including accounting, [will be accessible]” Mr. Wright told JIS News in a recent interview.

“We are just starting an office in Montego Bay, St. James, and our customers will be able to access anything they would normally be able to access in Kingston. The whole process will certainly enhance our overall efficiencies, and our managers will find it easier to manage portfolios,” he noted further.

Mr. Wright expressed confidence that the new system will improve the effectiveness of the Department, as it will eliminate the manual access of client data, which is time-consuming.

A US$700,000 contract was signed in August 2016 with the California-based company, Argusoft America Inc, for the development of the software, which is being implemented on a phased basis.

Mr. Wright said the AGD has received the Registry Portal and Document Management modules, which has allowed the Department to commence the scanning and uploading of all documents and records to the system.

Other modules to be covered by the software include Case Management, Property Management, Legal Services, Trust Accounting and Investment Management.

Rigorous testing is being done in collaboration with eGov Jamaica Limited, the Government’s information and communications technology (ICT) unit, which is lending support in assessing the deliverables of the software.

The AGD administers the estate of persons who die without making a will and leaving children under the age of 18.

The Department manages the estate, settles debts and distributes assets according to the law. This includes maintaining the children from their entitlement.
