$425 Million to Improve Justice System

The Justice, Security, Accountability and Transparency (JSAT) Project has received $425 million in the 2017-18 Estimates of Expenditure, now before the House of Representatives.

The project seeks to improve the standard of living and the quality of life of Jamaican citizens by strengthening governance and oversight, with particular regard to the functioning of the justice system.

As of December 2016, the project has completed the needs assessment on 18 select courts; completed the needs assessment of user requirements for the electronic Case Management System; and recruited Legal Officers to strengthen the capacity of the Independent Commission of Investigations (INDECOM).

A contract has also been signed for the supply and installation of audio and video equipment, and INDECOM has received equipment that enables it to investigate more efficiently.

For the 2017-18 fiscal year, the Ministry of Justice has been allocated $400 million to retrofit courthouses to facilitate audio and video technology; supply and install hardware and software in select courts; and implement electronic case management system in the courts.

For INDECOM, $25 million has been allocated for capacity building, and to implement INDECOM’s public relations strategy.

The project is funded by the European Union and is scheduled for completion by July 2019.
