157 New Applications for Spectrum Licences at End of March

As at the end of March 2007, a total of 157 new applications for licences and certificates were handled by the Spectrum Management Authority.
The information is contained in a Ministry Paper tabled in the House of Representatives on Wednesday (June 6) by Minister of Industry, Technology, Energy and Commerce, Phillip Paulwell.
“Approximately 65 per cent of the licences/certificates were processed within the established processing time target,” the document said.
As of March 31, 323 licences were renewed, out of a possible 397, a performance rate of 81 per cent.
Imperatives for the current financial year include licensing spectrum users within the set time periods and to monitor and inspect so as to ensure proper and efficient use of the spectrum.
The Authority is also aiming to fulfill local international, and regional obligations with respect to organizations such as the Ministry of Industry, Technology, Energy and Commerce, Caribbean Telecommunications Union and the International Telecommunications Union. In the meantime, the overall capital expenditure budgeted for 2007/08 is approximately $63.3 million. Of the total, “$50 million relates to a proposed investment in the acquisition of office facilities for the Authority, to be funded out of receipts of any extraordinary revenue,” the document stated.
The recurrent budget for the financial year is approximately $137.3 million.
The Spectrum Management Authority was established by the Telecommunications Act of 2000, as the independent regulatory body responsible for managing radio frequency spectrum. The company commenced operations in April 2001.
